Not really IMO. In the exit row we are told to follow exactly the instructions of the crew. If there is any possibility of misunderstanding due to language issues then the pax should not be there. The whole point of rules around who can sit in an emergency exit row is that the pax seated there can help instantly if needed and speed up rather than hinder any evacuation needed. For crew to have to find someone else in the heat of the moment surely defeats the purpose?
