Is this a new policy in the last year or so? I had a number of non-refundable CO itins that I've had to cancel (although none in the last year and a half or so, I don't think). The value of the ticket was always held in the system, and upon rebooking the change fee was subtracted. I've never had to pay anything out of pocket unless the new fare + change fee was higher than the original price.

The only thing that may be happening here is that the OP's fare is non-cancelable. I would think that some of the deep discount fares may have that restriction. But I've never bumped into the limitation you describe above.
