That is my understanding too, and aa.com is quite explicit on this.

I haven't used the HK AA GSA for this, but they have been very helpful to me on other issues, so I wouldn't have any problem putting a reservation on hold on aa.com and then dealing with the HK GSA to issue the ticket.
