IMO, CA's Japan service is dreadful,.... shameful, even (in fact, I started a thread about this very topic earlier this year).
If I were you, I wouldn't give up on NH and would also keep an eye on JL, MU, and NW, all of which are nice in business and acceptable in Y (well, maybe not NW Y). Even if you don't have NW or AA miles, lots of people around here do, so you might be able to trade for them.
