Whoever writes for CNN.com seems to have problems with "affect" and "effect".
I'm afraid this isn't unique to CNN.com. Many of their AP stories have the same problem (including this exact error in a story last week), as well as other glaring grammatical issues.
People just don't talk so good anymore.
