Actually we experienced this as well upstairs on the 747 from ORD-SFO or was it LAX-ORD. Anyway, the upstairs was full but an F/A came upstairs and asked that anyone who would prefer extra room may wish to sit downstairs since there are lots of seats available. But it wasn't mandatory.
