No, actually - this is also what SQ does with all business awards from other carriers.
Using UA miles, they only give you the last segment out of SIN as Y as well - *not* really kosher.
We really do not know whether it is because DL or UA will not pay SQ for a C seat, but it's *most* probably because SQ is so stingy that they do not want to give the other carrier's pax the benefit for the last sector in the original class of travel...
