The problem is that not all of your flights have "C" availability. For example, MSP-FRA...presuming you're on UA, you need to fly MSP-ORD-FRA. MSP-ORD does not have C class, only F and Y (and derivatives of "Y"). Sometimes United.com is smart enough to price out "F" in that instance, but note the keyword: sometimes.
