I wouldn't do that if I were you. (well, the shaking hand, offering a drink, etc is a nice gesture; but I wouldn't pay for his bag or a meal). He'll get reimbursed for the $100 fee by the govt, so you're already paying for his fee with your taxes, and, while en route, is getting a pretty decent per diem allowance to cover meals.
