I feel sure that's correct. While I could get used to using a community pump over time, my first reaction to such a thing is that it feels cheap and is nothing more than a cost saving measure for the hotel.
Did you see the picture of the kind of dispensers I was suggesting? these are NOT your typical locker room dispensers, rather similar to the soap bottles you'd buy at William-Sonoma, etc.
