What a curious promise.
So delayed departures in August from one terminal at one airport made by a selected bunch of UK-resident Executive Club members to short-haul destinations on expensive tickets are sufficiently inconvenient to merit compensation.
The rest of us can sit and spin.

Is being delayed in September, or from NCL any more convenient?
I'm not sure what BA expects to gain by this promotion. I can't see it driving sales. It'll cost rather a lot (given that it appears to be an automatic credit), and will just breed resentment from people who are delayed 3 hours but don't get the miles because they made the mistake of flying from the wrong airport.
And what is a departure anyway? Doors closed? Pushback? Wheels-up? Something else? What if my flight departs 16 minutes late, but makes up time en-route and lands early? According to the letter of the promise, I'm eligible.
I'm honestly rather bewildered.
