I'm almost hesitant to post this but seeing now that some seats have to have moveable armrests for disabled passengers to get in/out of the OBWC

Can someone explain why some of the aisle/window facing armrests on AE flights have a metal plate covering the latch to prop them up? Especially on the 1x3 configuration I've found moving the armrest on the window side convenient for gaining a little more wiggle room. But it seems that some armrests can be raised while others can't. Anyone know why AE would not want people to be able to lift their armrest?
