Massachusetts, specifically, does not tax services such as transportation (or haircuts, or electrical work, or ...). There's a whole body of case law dealing with grey areas such as customized software packages, but this isn't one.

If an airline sold a meal while on the ground at BOS they might be liable for state meals tax, though I don't know for sure.
