Fine. So increase the number of staff around the SSCI kiosks to encourage people to use them. Particularly for all the infrequent travellers who pass through LHR over the summer, many of whom might think that the kiosks are for (a) hand baggage only, (b) frequent travellers with exec cards to feed into the slots, etc.
