Here is what I think:

INCREMENTAL SEGMENTS - what are those? You would THINK that they mean 31nd, 32nd, 33rd... but it isn't clear. INCREMENT denotes "small increasing steps" which makes sense.

However, it might also mean the number of segments ABOVE and BEYOND the original X segments flown from Jan to Mar.
