Could it be the management is putting things on hold due to FT's upgrading to a new version of vBulletin?

On May 31st, 2008, TB passed the motion to expand graphics capabilities in four chosen forums. The motion has been put on hold indefinitely for the above reason.

I wonder if the creation of a new forum is falling into the same category. Not sure if forum creation involves the same level of (technical) implementation as enabling graphic viewing though.
