I, too, am in the process of moving my money away from E-Trade Bank. I was just in Kuala Lumpur and was unable to get any money from the seven different ATMs that I tried. I spent over 90 minutes on the phone in 5 different phone calls and they were never able to resolve the issue. E-Trade says it's Visa's problem; Visa says that E-Trade declined the withdrawal...back and forth. Bottom line is that my account is with E-Trade so it is up to E-Trade to fix the issue, but E-Trade's customer service didn't seem to agree. I was never able to get any cash over the entire course of my trip (thankfully I had my ING card with me--it cost a lot more but at least I got cash).
When I told the manager on duty, after he swore that everything was working, that I would be closing my account if I went to the ATM that day and it still didn't work he was fine with that. Of course, it did not work and one final call to E-Trade still failed to resolve anything. I have heard nothing back from them at all and they just don't care so I'm done.
