Presumably BAA have either looked at this and decided there still aren't enough non-Europeans coming into T1 to justify a Fast Track, or they have decided there are but there isn't the space/money to build one, or they're planning one for the future. I don't honestly know what the current thinking is.

T1 has had a Fastrack arrival immigration line for at least the last 3 years. It was put in during the last rebuild. There were plenty of non-EU passengers in that time - LAX, HKG, JNB, NRT on BA, all of SAA's flights, BD from RUH, plus places like MOW, LED, IST, TIP, and all of Morocco on BA too.
It sounds like UA are too cheap to pay for it - or that post moves the number of non-EU pax has actually decreased significantly.
