Correct. If UA isn't handing out any invitations, you can bet BAA doesn't give toss how long it takes anyone to get through arrivals.

There are no shops in arrivals = no revenue for BAA.

I think T1 immigration should be generally quicker to clear than T3 for the reasons stated above.
