I could be wrong, but I believe you would have to have a non-U.S. address to apply for the IDC. I'm quite certain it has been reported here on FT in the past that they will not initially issue a new IDC to a U.S. address. However, if you are an IDC account holder and then move to the U.S., you can keep the IDC and change the address to a U.S. address at that time.
