I am sure there are many of these fares out of every city to HKG right now but I was looking at LAX-HKG in particular.

This published Z fare goes for about 2900 r/t and on travelocity it has a note at the bottom saying:

mileage upgrades-no
1K SWU-yes

Is this an error as this is certainly not OK according to the rules on the cert, or is this an exception caused by low bookings to HKG?
