I tried to ticket in PHL twice because I wanted to use a voucher. In my first experience, the check-in told me she could not initiate a resevation for international reservation because the system could not figure out the taxes and fees. In the second instance, I made the reservation online at home and placed in on hold. Once at the aiport, the check-in agent completed my reservation and applied the voucher.
