Is 20% Service Fee "Typical" at a US hotel (edited title)

I was talking to a co-worker about a convention they recently attended. They indicated that there was a 20% Service Fee on the folio (In addition to all the taxes). They thought this was a pretty standard fee.

I don't recall seeing a fee like this for my normal business travel. Maybe I'll pay a resort fee in HI. I chalked it up as a revenue recovery tool the hotel was using based on the convention rate they offered.

Am I just missing this when I submit my expenses, or is this out of the ordinary?
