New rule on OK: C-meal waiver on upgrade?

Today I checked in in Prague and asked for my upgrade as an OK gold (standard procedure in Prague) and I was informed that there was a 'new procedure' requiring me to sign a waiver that I was aware and agreed that might only have the Y meal for me (but that was not sure).

Now I mainly like the upgrades because of the extra space - so I don't mind too much but I wonder

1. Is this now standard procedure for all upgrades?
2. Is this also applicable to the Platinum level (which I gather I will attain somewhere at the end of next month)?

Or is it not as much a new procedure but more a new thing for the check-in assistant (not entirely impossible) - and this is just a one-off.
