Not my experience in the least. Some attendants will leave a flat of bottles in the refreshment area, but most will have several cases stashed in their rooms. Some have even welcomed me to reach in and take bottles without asking. But I've never seen a shortage, and I tend to drink a lot of water (those dinky 8-oz bottles go fast). I wouldn't worry about the amount of bottles on hand, just how readily accessible they are. As always, YMMV.
