I think you are missing the point. If I am willing to pay $10 or $15 for advance seat selection, I expect to be able to choose any available seat on the aircraft. If you are buying a seat sale fare, after you pay the seat selection fee, you can only choose a seat from row 16 to the back of the aircraft.
