Aftre extended checking at the CTO yesterday, it appears the rule is for flights out to 5/18 this is a no charge affair. HK and SIN are cancellable destinations but BKK is apparently not (strictly speaking). The trigger however is more the date tan anything else so long as the destination is in the region. If your flight is in June for example. You need to do the free date change to get it before 5/18 than cancel free of charge. If you try to cancel a trip beyond 5/18 the charge applies.
