The difference is that if you don't pay it, you're in almost exactly the same situation you were before -- you can check-in only 24 hours prior and pick your seat, or show up at the airport as early as you feel necessary.

WestJet has added a benefit that they are charging for, while Air Canada has generally been taking away benefits then charging you to get that previously free benefit back. You know, like protection money.
