It is not a given, and even if it opened up one seat, there could be someone out there looking for a W fare on the same flight at the same time - who is to say they don't grab it before you can. Invetory Control works in mysterious ways, but without confirmable inventory, I wouldn't count on a W fare being available, even if you cancel.
