Problem is that YYC unloads the priority container (sometimes in the aft bulk load as well) along with all other bag containers. All bag containers are sent to the belts together and then broken down at the same time. Therefore priority tags will come out along with regular stuff.

What should happen is the priority bags come from the aft bulk load and are then hot shot to the belts. The runner returns after the regular bag containres have been unloaded and drops the containers at the belts. Works in theory but the rampies sometimes don't follow through with the action.
