At one point during the trans-Japan race between Clarkson and the May / Hammond duo shown here for the next seven days, it is stated that in Japan speed camera pictures alone cannot be used for prosecuting infringements - and that a picture of the driver would be required for that purpose.

Is this true? If so, how does the system work at night?
