I think that it is possible to get AA consolidator fares that do not earn miles...and would be in fare classes that one would otherwise expect to earn EQM. I think that these are reputed to show up in 'O'. I also can't recall reading about people to whom this has actually happened, so it may be all "possible, but not really likely."

The consolidator fares that I am familiar with are the transpacific fares that many discount-minded Asians book. They are in "Q" and "S". For those who wish to upgrade, of course, "S" would be required.
The other issue is with "charter" flights. There is an exception to this (which may end up confusing everybody) for the scheduled charter flights to/from HND on JAL with accrued RDM/EQM on my AA account last year.
