Not sure how, and if, this would work, but could one call CX and ask them to take control of the ticket so the travel agent can no longer make changes/cancel it? That way you're protected and if the ticket is indeed valid as is, won't have to pay the $200.
Yes, the agent can cancel your ticket. Airlines are extremely reluctant to take over the PNR before travel commences. You can try but you need a very good reason.
