Let me ask you...are you holding an e-ticket for your journey? If so, just call CX or MPO and re-confirm the ticket is valid to travel and forget about the travel agent's $200 fee.
Could the travel agent then cancel the ticket if he doesn't pay up?
Not sure how, and if, this would work, but could one call CX and ask them to take control of the ticket so the travel agent can no longer make changes/cancel it? That way you're protected and if the ticket is indeed valid as is, won't have to pay the $200.
