UFJ's Japanese language website lists charges for exchanging banknotes (based on the number of notes involved rather than the amount) and mentions a charge for purchasing TCs but there's no mention of any fees for exchanging TCs. So I can only assume that there's no fee for exchanging TCs.

I think you usually get a better rate for exchanging TCs rather than cash but you probably have paid a fee to purchase TCs in the first place.
