I clear customs/immigration at least 10x a year at IAD, and for citizens the longest I've ever had to wait is 40-45 minutes and that's when I was at the very back of an A340. Most of the time it's < 15 minutes. For non-citizens the wait can be longer, but it's never as bad as JFK/EWR or LHR for that matter.
