The floor plan for the second floor suggested a high ratio of suites to rooms. That's the floor with the big patio so it may be different on other levels. Previous reports in this thread suggested reliable upgrades even when multiple rooms are booked in one reservation. You could also use the logic that availablility of cash and points equals low projected occupancy and therefore good upgrade potential.
