When you exit the jetway, look for the helpful LAN agent and tell them you are in transit and they will direct you appropriately.
Yes and no prebook needed. Don't know what the current per use fee is. AND though the Priority Pass manual says they are open 24 hours, you really should call them direct to confirm.

First definitely preferable, depends on weather I'm allowed in or not.
Should be able to clear immigration and customs as a transit pax with bags checked to final destination and leave the airport with no problem.
Santiago is not BA though the usual nightlife areas should be hopping. Don't get overcharged by the cab on the way back or prearrange a pickup with TransVIP or TurTransfer airport van services. There are desks for them at SCL.
If you do for some reason have to come through customs with your luggage there is a custodia at the arrivals level.
