ron91377! It always helps to say which country you are in because Amex points can be converted in different ways depending on your location.
Singapore Airlines Krisflyer only allows miles to upgrade from Economy booking classes Y and B (which can cost more than discounted business class). So I would say this is not a great program for this purpose.
ANA allows only Y and B as well but has a few more booking classes for some airlines (U & E for NZ and S for SK). So again not a great program.
You can use UA SWUs to upgrade on LH for example if you fly with them. LH Miles and More offers a upgrades from almost all booking classes but you need a lot of miles to do this.
