Most of the Manhattan properties recently increased to 25K points/night, but, given the current state of NYC hotel prices, that's not really surprising.

Alternatively, you might consider this Clarion Collection, which is 20K points. I can't find any reviews or photos, so it's a risk, but supposedly it's newly built:

EDIT: It's on the new property list, but I am not sure when it will actually be open/accepting reservations.
