It is quite likely that the buljhead won't open up until the flight goes to airport control. They do that deliberately so the agent can be involved in assigning it. Calling back probably won't help.
Your best bet is to do as they say and get to the airport early and ask. It works the same as exit rows for non-elites on some airlines. You can't book ahead but can snag it day of travel if still available. In any case, make the agent - check-in and/or gate - aware of the sutuation with the small children sitting alone and get their help. As previously posted, they won't leave a 2- or 4-year old sitting alone.
