There is an escape hatch in the floor for the crew rest compartments on the lower level jut infront of the seat - so they can't put a seat here.
Here is a picture of the same seat on the SQ A380. On SQ, because it doesn't come up as an exit row, it is quite easy to snag - and a very good seat.

Doesn't the A380 fly just slightly slower than the 747? It's only a tiny margin, so ordinarily you won't notice it, but SQ revised their schedules when they started using it, as the difference over 10 or 12 hours is just enough to knock the schedules out.
