Each country has its own policies regarding valid visas in expired passports:

[KVS Availability Tool 7.0.3/Diamond - TIMATIC: Country Information: Visa]
Code:
[Visa Information] India (IN)

 Additional Information:
- Valid visas in expired passports are still acceptable,
provided accompanied by a valid passport of the same
  nationality of the expired passport.
- The passport number is recorded on the Person of Indian
Origin (PIO) Card. If the passport has been renewed, it is
required to hold the old passport (the number of which is
recorded on the PIO) and the new passport.
- Holders of multiple entry Tourist Visas (type T), with a
validity ranging from above 3 months and up to 10 years, are
required to have at least 60 days between visits. Those
wishing to re-enter before the 60 days have expired must
contact an Indian mission abroad to obtain permission.
Travelers intending to make side-trips to neighbouring
countries as part of the same journey, should submit details
of their complete itinerary, with supporting documentation,
such as reservations, to an Indian mission or to the
immigration officer upon initial entry into India, to obtain
permission for multiple entries as part of that journey.
The Tourist Visa is non-extendable. Visitors are required to
register with the Foreigner's Regional Registration Office
(FRRO) within 14 days of re-entry.
- Visa exemption does not apply to nationals of Cyprus,
Hungary, Israel, Lao People's Dem. Rep., Russian Fed. and
Tajikistan holding diplomatic or official passport, if
  employed by an international organization.
- Nationals of any country other than Bhutan, Maldives and
Nepal, belonging to a Tourist Group arriving by air for a
stay of a specified period: Travel agency (approved by the
Indian Ministry of Tourism) should obtain prior permission
from the Immigration Officer in charge. The representative
of the local travel agency will be held responsible for
accompanying the group at all times during their stay in
India. Permission to enter the country will be granted only
upon submission of the name of the group, the number of
passengers, details of the itinerary (incl. port of
departure) and passport number, date of birth and
  nationality of each passenger.
- Holders of the Overseas Citizen of India (OCI) registration
certificate (booklet) are issued with a U type visa. It is
not required to carry the OCI booklet. A "U" visa cancels
any other type of visa issued by India. If the passport is
renewed, the OCI "U" type visa issued in the old passport
remains valid; it is required to hold both passports.
- Visa extensions possible, except for "T" (tourist) visas and
