Outside the areas of Manhattan where it's easy to flag a taxi, there are usually neighborhood car services that will dispatch a car with a few minutes' notice. Where I live on the Lower East Side, for example,
Delancey and
New Day are the predominant services (although there are a handful of others like Allen, Lower Eastside, etc.) and except at peak times or in really bad weather they'll almost always have a car outside my building with less than 5 minutes notice. I've rarely been able to get those services to pick me up outside the neighborhood, however (except at the airport).
