Note the lack of data at the hotter end of the table. No amount of headwind to take advantage of is going to get you out of there if things really heat up. It also shows there is a limited range of thrust reduction via an assumed temperature method available. Have a look at the number of obstacles listed at the bottom 0a 0b 0c etc etc, just about each weight in the main table body has an obstacle limit associated with it.
