Points transferred from LQ to WR through 3/31 will transfer at a 1:1 ratio.

But unless you have LQ Gold or Elite status, points transfered 4/1 or afterwards (including points automatically transferred if you don't transsfer them manually) will transfer at a 2:1 ratio.

While it's annoying, out of the changes this isn't outrageous. Sure, it's mainly a way to reduce liability from the points that are sitting in accounts, but Gold status in LQ only took 3 stays or 10 nights in a year to earn. Even for a leisure traveler, if LQ has been their hotel of choice, they likely would have Gold status simply from standard leisure stays (two one-night stays when traveling to/from a destination and one longer stay at their vacation spot would put them at Gold status.) It's also incentivizing people to do the transfer ahead of time, reducing the potential for errors or duplicate accounts that Wyndham will have to manually merge after-the-fact through their customer support channels. There's also been the ability to transfer points at 1:1 in 1,000 point increments since at least September, and now they can be transferred in 1 point increments. The website also is pretty clear that you should transfer your points by March 31 to take advantage of the 1:1 transfer ratio. If it was buried in fine print somewhere, I'd be more annoyed, but since it's clear and there's a decent window to avoid much of the issue, it barely registers as an issue on my radar.
