YYZ-YQR - $139
Premium cabin was only half-full when check-in opened.
Bid prices were in this range, although the lower end would've been a bit cheaper (if accepted).
Not worth it for the after-dinner WS605 on a 700 with cold food and old seats.

YYC - CUN - $559 on the ancient 767s which is outrageous!
Before the upgrade window ended, the minimum bid was at its lowest $400 and slowly crept up to $500. Expertflyer is currently showing 10 of 24 seats available for tomorrow's flight

I’ve noticed on a few recent flights that the price to upgrade at check-in is lower than the minimum possible offer in their “bid” upgrade system.
The upgrades go to bidders first, though, since they clear before the 24 hour check-in window opens.

Unless something changed since I was there a couple of months ago, the minimum bid will always be higher than the price to upgrade at check-in.

I am looking for data points on cost of upgrading from economy to business on YYZ to LGW, but I must say I am puzzled by the logic of it...
Consider the following, based on the route I'm contemplating to purchase (YHZ-YYZ-LGW): currently, fares (Basic Eco/Prem/Biz) on WS are approx. $300/$1000/$2300. Meanwhile, the cheapest proper business class fare is $1700 (YHZ-YYZ-LIS-LGW). So at the time of booking, the price premium of biz over basic eco is $1400 (or $2000 for WS J).
If I decide to try upgrading my cheap economy ticket, I need to buy regular eco, which is currently around 350$, then hope my bid (minimum bid is likely to be over $1000) is accepted or upgrade at check-in for what seems to be a similar price as the minimum bid upgrade. All in I'm looking at 1400-1500$+, so not a lot of discount and without any advance certainty of the cabin I'll be travelling in...
My point is who is actually buying these upgrades? If I'm willing or able to pay 1500$+ for J, I would buy it outright. In order for these last minute upgrade to appeal to economy travellers, shouldn't the be at least closer to a real discount...?

In the gate area they were announcing upgrade offers — they were offering upgrades to premium economy for 649CAD, and to business class for 1,199CAD. Those prices seem really steep for last minute upgrades

As stated here: https://www.westjet.com/en-ca/manage/upgrade the 3 ways to upgrade (including at check-in) have the statement “Basic fares are not eligible to purchase an upgrade.”
