Upper has the more iconic "views". Lower is more of an adventure as the gradient is steeper and lots of walkways/stairs IIRC (none for upper). I'd say upper if you only have time to do one. Best time for upper is 11-13h when the sun is overhead so you can do lower before or after.

Note that if you are 62+ and a citizen/permanent resident you get a different card. Still $80 but it doesn't expire.

There is no entrance fee at Canyon de Chelly. However, except for a limited number of ranger-guided hikes one must hire a licensed Navajo guide (or tour operator) for trips inside the canyon other than the White House trail.
