Question for Salt Lake City, UT highways during Nov/Dec

I am thinking of visiting Dinosaur National Monument during Nov/Dec time frame. But I am not sure about the condition of the highway.

Google map says the trip is about 3.5 hours. Does highway between SLC and the Dinosaur NP gets blocked or congested by snow frequently?

I wouldn't say they get blocked by snow, but it is common for them to be snowpacked during a storm and a day or two afterwards. The entire stretch is 5000+ ft and tends to get hit with worse snow than the Salt Lake valley. Although it's not an interstate freeway, it's still one of the busier highways so it may get a bit more attention than other roads.
