Assigned seats for infants

Hi! I'm visiting from my usual home of the BA forum!

My sister is off to the USA next week (LHR-MIA/JFK-LHR), with my 3 nephews (4 y.o./ 2 y.o. / 6 months). I know over at BA that you can assign seats for the whole party from the time of booking if you have an infant in the booking for free. From the text conversation I had with a Virgin agent, it seems that my sister has to wait til check in to get seats for everyone (she's hoping to get a bassinet) unless she stumps up the seat fee for everyone (5 + infant), which is quite a lot for a return family holiday.

Is that correct?

When next week? Hurricane Dorian hitting Miami might be a bigger problem than getting seats.

A few days post-Dorian, so hopefully that shouldn't be an issue.
